Faith Miller has served several local governments in Florida over the past 21 years, including service as City Clerk/Human Resources Director in Cape Canaveral, City Clerk/Finance Director in DeBary, and City Clerk for the City of Deltona since 1996. Ms. Miller has served in an Acting City Manager capacity in these Cities on a periodic basis during transition periods and during the normal course of City business. Ms. Miller has a Bachelor's Degree (BA) in Public Administration and a Master's Degree in Public Administration from the University of Central Florida (UCF). She has achieved the highest level of certification through the International Institute of Municipal Clerks (IIMC) as a Master Municipal Clerk (MMC). She has served as Central East Director and in all Executive Board positions including President of the Florida Association of City Clerks (FACC).
Ms. Miller is a Michigan native who has made Central Florida her home for the past 23 years. Deputy City Manager

Dave Denny was promoted to the position of Deputy City Manager on February 6, 2009. Mr. Denny oversees the Public Works and Parks & Recreation Departments as well as the Information Technology Office. Mr. Denny has been serving the City of Deltona since January 2004 when the City of Deltona purchased the utility, Florida Water Services. Mr. Denny was the Utility Director from January 2004 to July 2006 and then became the Public Works Director when the utilities and public works functions were combined. Prior to his service with the City, Mr. Denny was Vice President of Operations/Engineering for Florida Water Services, Apopka. He had been employed by Florida Water Services since 1969.
Mr. Denny has an Associate's Degree from Clinch Valley College, Wise, Va. He has completed training programs in Operations of Wastewater Treatment Plants and Water Treatment Plants from California State University, Sacramento, Calif., and Supervisory Management in the Water/Wastewater Field from Michigan State University, East Lansing, Mich. Mr. Denny maintains certfications in Wastewater Collection Systems, Class A and Water Distribution Systems, Class A. He is a certified instructor through the Florida Water and Pollutions Control Operators Association for Wastewater Collection Systems, Water Distribution Systems and Supervisory Management. He coached the Florida Water Services "Top-Ops" Team to seven straight Florida State Championships and three International Championships in 1999, 2001 and 2004.
Mr. Denny has lived in Florida since 1969 and has been in the Central Florida area for more than twenty years.
CITY OF DELTONA'S FORM OF GOVERNMENT
The City has operated under the Commission-Manager form of government since its incorporation on December 31, 1995. This form of government consists of the Mayor, a six-member City Commission and a professional City Manager. Residents elect a Mayor who represents the City at-large and six Commission members who each represent a specific district of the community.
Elected officials serve staggered terms and are chosen in non-partisan elections. The Mayor and Commission are responsible for the legislative and policy direction functions of City Government. The City Manager serves as the Chief Administrative Officer of the City. This position oversees the day-to-day operations of the City and reports directly to the elected body comprised of the Mayor and Commission.

FUNCTIONAL DUTIES: The City Manager, as Chief Executive Administrative Officer of the City, plans, organizes and directs the activities of all Departments of the municipality. In carrying out theses duties, the City Manager: - Interprets and implements City Commission policies;
- Coordinates departmental efforts;
- Handles citizens' inquiries, complaints and requests;
- Prepares management reports that will assist in the decision making process;
- Recommends legislation that appears necessary and desirable;
- Represents the City in its relations with the public, the press and other governmental entities;
- Submits the annual budget for approval; and
- Executes policies and desires of the City Commission through administrative directives.

The City Manager's Office strives to provide the residents of Deltona with services that are efficient, cost effective, and meet their needs through customer service-based delivery." Communication - Ensure Commission is provided with advice and options concerning emerging issues and policy to achieve the City's mission.
